Prime Minister Terrance Drew said on 16 July, during the Prime Minister's Round Table, that a migration cooperation arrangement with the United States applies to nationals of Caribbean Community member states and gives St. Kitts and Nevis authority to reject any individual who does not meet its security requirements. Drew said the transferred individuals "are not criminals" and that the arrangement "didn't cost St. Kitts and Nevis one cent." As of 17 July, the agreement text is not on the public record.
